Our client is a public entity based in Johannesburg and they require the services of a Supply Chain Management Specialist on a 12 months contract.
We are in search of suitable candidates that are available to commence work immediately
Duties & Responsibilities
Job Purpose
The key purpose of this role is to implement the SCM policies and procedures in line with the organisational strategy; and to support delivery of the organisational objectives in line with statutory and legislative requirements and guidelines.
Responsibilities:
a) Supply Chain Management Strategy Implementation
- Develop and implement the operations plans to achieve the approved SCM strategy
- Develop criteria for SCM practices that is aligned with the approved SCM strategy and deliverables
- Establish SCM progress reporting requirements and process and gather information to complete as per requirements
- Fulfil statutory requirements linked to SCM including but not limited to administrative work, etc
- Provide input to policies and procedures development
- Adapt procedures to meet the organisational implantation requirement
- Report on SCM projects for the organisation as required
- Identify, prepare and submit SCM projects process for the organisation for quarterly monitoring
- Prepare the quarterly progress reports with supporting documents
- Assist in the preparation of ad-hoc reports for the Executive Management needs
b) Demand Management
- Development of the approved SCM procurement on annual basis
- Development of demand strategy on annual basis
- Ensure that that the monthly demand budget for the organisation is complied with
- Coordinate the completion and development of specifications and / or terms of reference in line with the demand report and procurement plan on a monthly basis
c) Acquisition Management
- Prepare bid documentation packs
- Compile bid documents, ensuring that that bid documents accurately reflect the business and that compliance requirements are in line with the procurement plan / organisational budget on a monthly basis
- Ensure that bids are communicated accurately and timeously
- Undertake the pre-evaluations of submitted bids as required
- Participate in the Bid Evaluation Committee meetings
- Participate in the Bid Specification Committee meetings
- Communicate bid decisions to internal and external stakeholders as and when required
- Issue orders to service providers and update the commitment register
- Manage the quality and completeness of the list of prospective service providers for quotation based procurement, ensuring that it is maintained and updated with new or additional service providers
d) Contract Management
- Drafting SCM contracts in line with the organisation’s contract templates
- Develop criteria for selection of suppliers in line with the organisation’s policy, strategy and priorities
- Conduct the pre-assessment and due diligence of suppliers, selection and appointment in line with organisational policies and procedures
- Coordinate the signing of contracts and the on-boarding of suppliers
- Ensure that the performance and compliance of suppliers in line with contractual requirements and organisation performance stipulations
- Ensure the processing of suppliers is in line with the organisation’s policy and procedures
- Coordinate all the required documentation in order to track contract progress as per defined deadlines
- Make recommendations on contract termination and extension at contract end
- Manage and address non-performance with service providers, setting performance improvement targets and monitoring compliance
- Prepare and secure signed contacts with service providers
- Prepare monitor and maintain service schedule
- Prepare reports on progress against contracts as required
- Implement required sanctions on suppliers in line with instructions received
- Manage the audit process relating to all SCM activities
e) Logistics Management
- Develop inventory stock lists for inventory in the organisation
- Develop minimum stock levels and ensure that these are maintained on a weekly basis
- Undertake stock counts on a weekly basis, issue stock and record it against the inventory stock sheets
- Note any discrepancies and report on loss/theft/fraud of inventory items
- Receive and tag assets
- Allocate and verify the location of assets
f) Stakeholder Relationship Management
- Represent SCM on first contact including responding to communication professionally and building professional and supportive relationships with stakeholders on a regular basis as required
- Build influential relationships with stakeholder to support effective and efficient processing of the organisation’s requirements

- Resolve stakeholder queries and complaints in a manner that maintains the stakeholder relationships within the required timeframes
- Represent the organisation at various SCM Stakeholder forums
- Facilitate and chair the Organisation’s RFQ committees
g) Staff Management
- Build capacity within the team
- Monitor, evaluate and manage the team performance
- Implement the HR policies and procedures with the team
- Recruit quality team members to support the team and organisation and the achievement of its objectives and strategy
- Build s cohesive, high performing team
h) Reporting
- Submit reports as and when required
- Prepare documentation for audit purposes
Desired Experience & Qualification
- NQF 6 qualification in SCM, Finance or logistics
- Minimum 3 years SCM experience
Package & Remuneration
R65k per month, total cost to company, depending on qualifications and experience.
